Responsibilities
Counterpart International is seeking qualified candidates for the position of Program Manager for a 2.5-year funded People-to-People (P2P) Reconciliation project that aims to strengthen the level of engagement by Burundian youth in peacebuilding opportunities, as well as improve their economic opportunities. More specifically, the project aims to achieve the following objectives: 1) Increase youth-led peacebuilding and violence prevention through dialogues and community commitment; and 2) Enhance youth access to finance and economic opportunities through engagement with village savings and loan associations.

The program manager reports to the Chief of Party. S/he will support the implementation of the project in Burundi, including program activities, procurement, and more. This is a full-time position based in Bujumbura, and some travel may be required. Only Burundian nationals are invited to apply


ROLES and RESPONSIBILITES:

  • Support the Chief of Party in the overall management of the program.
  • Lead the development of program strategies, planning and implementation of program activities while ensuring cohesion among the program components, achievement of objectives, and with respect to the Project workplan and Monitoring Evaluation and Learning (MEL) Plan.
  • Provide technical leadership on conflict prevention and economic opportunities for youth.
  • Support the Chief of Party in coordinating with local partners and other relevant stakeholders, such as local youth organizations, civil society organizations, regional authorities, traditional and religious leaders, and village loans and savings associations. Represent Counterpart to USAID, local and national governmental authorities, local CSO partners and other NGOs and community organizations.
  • Prepare periodic technical, programmatic and other reports or communications products to USAID and Counterpart headquarters as required on the progress of P2P's activities in achieving their stated goals.
  • Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management
  • Other duties as assigned.

Qualifications
REQUIRED QUALIFICATIONS

  • Master’s degree in conflict resolution, community development, business, international development, and/or other related field.
  • At least five (5) years of experience in development programming, peacebuilding or technical fields (preferably in a post-conflict environment, experience working in the area of ​​US government regulation), and grants management.
  • At least three (3) years of experience in conflict and / or social cohesion and youth programming in a development and / or humanitarian context.
  • Demonstrated knowledge of US government rules, laws, policies and procedures.
  • Fluency in spoken and written French, Kirundi, and English.
  • Currently residing in Burundi.
  • Excellent organizational, analytical, oral and written communication skills.
  • Ability to work well in a team.
 
PREFERRED QUALIFICATIONS:

  • Formal training in Conflict management / mitigation and / or social cohesion, CVE, peacebuilding, economic development.
  • Experience in youth-led, locally-based governance and peacebuilding efforts.
  • Adherence to the principles of participatory team management and participatory community development.
  • Experience with the participation of women, youth and other marginalized groups to ensure their inclusion and participation.
  • Good knowledge of Internet and Microsoft Office software such as Word, Excel and Power Point
